MARCUS, Circuit Judge:

This § 1983 civil rights case presents the question whether Timothy Brown, an Atlanta police officer, was entitled to qualified immunity for his arrest of Laura Skop, a woman who asked him to move his patrol car so that she could access her driveway during a heavy thunderstorm. The district court entered summary judgment for Officer Brown, who was blocking the street because a fallen tree had downed some utility lines, on the grounds that he had arguable probable cause to make the arrest.
