The proceeding before this court presents issues regarding the termination of parental rights only recently acknowledged by the courts. The petitions with which we are here concerned alleged that respondent Maria N. is, by reason of mental illness, unable, for the present and foreseeable future, to provide proper and adequate care for her three minor children.
