D. K. M. filed an application for certification of fitness to practice law in 1992. D. K. M. was granted certification by the Board to Determine Fitness of Bar Applicants (“Board”) in May 1993, but his certification was suspended in September 1996 after the Board received a letter of complaint from an administrative law judge (“ALJ”) presiding over D.
