Plaintiff Irwin Schiff brings this action against United States District Judge Peter C. Dorsey (now Chief Judge of the District of Connecticut), Assistant United States Attorney Peter J. Jongbloed, United States Probation Officer Carmelo Medina, and Internal Revenue Service Agent Robert Netcoh, in their individual capacities, for money damages.
