AINSWORTH, Circuit Judge:
In this, our third examination of the difficult collective-bargaining relationship between A. W. Thompson, Inc. (the employer) and Local 826 of the International Union of Operating Engineers (the union), the National Labor Relations Board petitions the court for an adjudication of civil contempt against the employer. The Board claims that the employer, by withdrawing recognition of the union after conducting a poll which showed less than majority support, violated prior orders of this court issued in NLRB v. A.
