Anthony Summers, a published author and investigative journalist, is plaintiff-appellant in this Freedom of Information Act (“FOIA”) suit against the United States Department of Justice, Federal Bureau of Investigation (“FBI”). Summers contests the district court’s order granting a stay of proceedings and denying his request for immediate discovery.
