Timothy L. Nickels, individually, and as President of the Police Benevolent Association, Inc., Housing Police Department, City of New York, moves for an order pursuant to CPLR 3017 (b) declaring that the vote of the New York City Housing Authority (Housing Authority) to transfer New York City Housing Authority police officers pursuant to section 70 (2) of the Civil Service Law is void and in contravention of law.
