On July 26, 1983, in Marathon County Circuit Court, the petitioner was convicted in two separate cases of three counts of delivery of schedule IV controlled substances, each in violation of Wis.Stat. §§ 161.41(1) and 161.20(2). In the first case, no. 82-Cr-688, the petitioner was convicted in a single count for the July 20, 1982, sale of diazepam. In the second case, no. 82-Cr-989, the petitioner was convicted in count 1 for the sale of chlordiazepoxide, and in count 2 for the sale of flurazepam, both of which occurred in a single…
