Plaintiffs Concerned Citizens of Chappa-qua, Charles Napoli, and Gina Gore (collectively, “the Citizens”) seek a temporary restraining order and a preliminary injunction to prevent the defendants from felling any trees during a planned demolition and reconstruction of the historic Route 120 bridge in the Hamlet of Chappaqua, New York.
