OPINION AND ORDER

MUSGRAVE, Judge;

Without concluding whether substantial evidence supported the administrative finding that the expenses of transporting recalled merchandise from the United States to India constitute indirect selling expenses associated with U.S. sales, the Court remanded for reconsideration and clarification of Commerce’s antidumping duty calculus on the matter.
