On further appellate review, we must decide whether owners and operators of renewable energy generating facilities authorized to participate in the renewable energy portfolio standard program established pursuant to G. L. c. 25A, § 1 IF, have standing to challenge governmental actions permitting other facilities to participate in the program, thereby threatening their competitive position.
