OLSZEWSKI, J.:

¶ 1 Luis Casanova appeals his convictions for possession of a controlled substance with the intent to deliver, possession of a controlled substance, and criminal conspiracy. We reverse.

¶2 On October 17, 1996, Philadelphia Police Officer John Maddrey set up surveillance of the 3300 block of Rand Street because the police had received several complaints of drug traffic in the area.
