Christensen, Chief Judge *1143Before the Court is the motion to dismiss of Defendants Nicholas Monaco, Jared Guisinger, Scott Burlingham, Thorin Geist, Bill Lower, and Ravalli County (collectively referred to as the "County"). (Doc. 15.) The Court grants the motion in part and denies it in part.
