I cannot agree with the majority opinion in this case. Actually, I think the majority fails to fully recognize the issue presented.
First, it is important to note who filed this lawsuit. It was commenced by the State of Arkansas through the Child Support Enforcement Unit of the Department of Human Services. The complaint alleges the State has paid $2,204.00 for the support of the appellant’s child, for which the State wants a judgment, and that the appellant should be directed to pay into the registry of the court a reasonable sum for the future support of the child.
