Petitioner Chuilu Liu, a native and citizen of the People’s Republic of China, seeks review of a December 29, 2006 order of the Board of Immigration Appeals (“BIA”), affirming the May 19, 2005 decision of Immigration Judge (“IJ”) William F. Jankun, which pretermitted Liu’s application for asylum as untimely and denied his applications for withholding of removal pursuant to 8 U.S.C. § 1231(b)(3) and the Convention Against Torture (“CAT”).
