OPINION
JANE BLAND, Justice.
This is a property tax appraisal dispute. Bilinsco, Inc., and Linda Boyd (collectively, “Bilinsco”) sued the Harris County Appraisal District (“the district”) and the Harris County Appraisal Review Board (“the board”) to challenge the board’s valuation of Bilinsco’s property for 2008. Bil-insco served citation on the board, but did not serve the district until eleven months after filing its petition for review.
