MOFFAT, Justice.
Ogden City is a city of the second class duly organized and existing pursuant to the laws of the state of Utah. The city, among its general powers, possesses the power to “lay out, establish, open, alter,. widen, narrow, extend, grade, pave or othefwise improve streets, alleys, avenues, boulevards, sidewalks, parks, airports and public grounds” (Rev. St. Utah 1933, § 15-8-8), and to exercise the right of eminent domain in behalf of “roads, streets and alleys; and all other public uses for the benefit of” the city or the inhabitants thereof. Rev.
