This is in response to your request for an opinion on the following question:

Where service roads of an interstate highway are situated within the city limits of a municipality, does A.C.A. § 12-8-106(h)(1)1 prohibit the municipality from patrolling the service road absent authorization of the Arkansas State Police Director?
