On April 1, 1918, a petition signed by the requisite number of freeholders was filed with the auditor of Noble county, pursuant to Acts 1909 p. 263, §§7739a-7739n Burns 1914, asking for the improvement of a certain highway extending west from the city of Kendallville on the boundary line between certain named townships.
