MEMORANDUM OPINION AND ORDER
OREN R. LEWIS,
Senior District Judge. The United States brought this suit for declaratory and injunctive relief against Arlington County, Virginia; Arland Towers Company; Rosslyn Center Development Corporation; Twin Development Corporation; and Theodore B. Gould, to prevent the construction of four high-rise office buildings and one hotel in the Rosslyn section of the County — on the grounds of illegal zoning and federal common law nuisance.
