MEMORANDUM OPINION

This action is again before the Court, on cross-motions for summary judgment, the United States’ Motion for a Preliminary Injunction, and the Court’s consideration sua sponte of the question of abstention. 1 In this suit for declaratory and injunctive relief, the United States alleges that discriminatory voter registration procedures and standards are applied by Le Roy Symm, the Tax Assessor-Collector of Waller County, Texas, in his capacity as voting registrar, to students attending Prairie View A & M College in violation of 42 U.S.C. §§ 1971(a)…
