Paul H. Frazell brought this action under 42 U.S.C. § 1983, aHeging that IlHnois State Trooper E.K. Flanigan violated his Fourth Amendment rights in the course of a traffic stop and arrest on June 4, 1986. Frazell maintained that Flanigan used excessive force during the arrest and also failed to prevent other officers on the scene from using similar force against him.
