MEMORANDUM OPINION On June 24, 2016, Plaintiffs Stephen Ollar and Miriam Berman brought their six-week- old daughter, D.O., to the emergency room of Sibley Memorial Hospital with serious head injuries. The District of Columbia thereafter investigated Plaintiffs for child abuse, and ultimately removed D.O. from Plaintiffs’ care, based on a finding of neglect by a D.C.
