MEMORANDUM DECISION

MARSHALL, District Judge.

This is a civil rights action based on 42 U.S.C. § 1983, other Code provisions, 1 and the Fourth, Fifth and Fourteenth Amendments to the Constitution with jurisdiction invoked under 28 U.S.C. § 1331 and § 1343. Plaintiff, appearing pro se, 2 seeks monetary damages for injuries received when he was shot by defendant Peter D. Reiner, a police officer of the City of Zion, Illinois, while Reiner was assisting defendant Frank Knutell, a Deputy Sheriff of Lake County, Illinois, in the attempted service upon plaintiff of a summons in a divorce action…
