Joseph Cummings, chief of division of banking and insurance, department of taxation and regulation of the State of Rhode Island, and John P. Hartigan, attorney-general of this State, praying that both respondents be permanently enjoined from enforcing the provisions of Public Laws, 1935, Chapter 2190.
