ALLEY, District Judge.

This matter is before the Court on the Motion for Summary Judgment, pursuant to Fed.R.Civ.P. 56, filed by plaintiff, Comanche Indian Tribe of Oklahoma (“the Tribe”). 1 Defendants, Honorable Richard E.
