The accuracy of the interpretation of a statute by the Division of Criminal Investigation in the Office of the Attorney General (Division) is the focal issue in this case. Larry Griess (Griess) contends that the Division did not properly apply language in Wyo. Stat. § 6-8-104 (Supp.1994) in denying his application for a permit to carry a concealed firearm.
