INTRODUCTION

In this action for declaratory and injunctive relief, plaintiffs challenge the 1988 amendments to the Pennsylvania Abortion Control Act of 1982, Act of March 25,1988, No. 31 §§ 3-10, 1988 Pa.Legis.Serv. 173 (Purdon) (“Act 31”), amending 18 Pa.C.S.A. §§ 3201-20 (the “Act”). 1 Plaintiffs assert that Act 31 violates the United States Constitution and 42 U.S.C. § 1983.
