This appeal involves a Petition for Writ of Actual Innocence filed by William Jackson, appellant, in the Circuit Court for Baltimore City, based on evidence that the State’s ballistics expert, Joseph Kopera, lied about his qualifications. The circuit court denied appellant’s petition, finding that appellant failed to meet his burden of proof pursuant to Md.Code (2011 Supp.) § 8-301(a)(l) of the Criminal Procedure Article (“C.P.”).
