Earl A Humphreys, M.D. (“Humphreys”) appeals from an order of the Drug Enforcement Administration (“DEA”), dated January 23, 1996, in which the Deputy Administrator of the DEA ordered that Humphreys’ DEA certificate of registration be revoked and any pending application for renewal of the registration be denied.
