The Islamic American Relief Agency (“IARA-USA”), based in Columbia, Missouri, challenges the district court’s decision upholding the blocking of its assets. The government concluded that the organization was a branch office of a Specially Designated Global Terrorist and invoked its authority under anti-terrorism laws to block IARA-USA assets.
