Respondent-appellant Department of Financial Institutions (Department) has petitioned for rehearing on this court’s affirmance of the trial court’s reversal of the Department’s denial of Wayne *277Bank and Trust Company’s application to establish a branch bank in Spring Grove, Indiana. Our original opinion is Department of Financial Institutions v. Wayne Bank and Trust Company (1978), 178 Ind. App. 265, 381 N.E.2d 1100, which was handed down on November 8, 1978.
