The case was reported to us by a judge of the District Court, pursuant to Mass.R.Crim.P. 34, as amended, 442 Mass. 1501 (2004).1 The question of law to be decided is whether the request to inspect the defendant’s motor vehicle operator’s *46license, made pursuant to an administrative safety inspection of the defendant’s truck, was a warrantless administrative inspection that violated the defendant’s rights under the Fourth Amendment to the United States Constitution.2
