The court of common pleas of Lancaster county, on the relation of the attorney general, had taken charge of the affairs of the plaintiff company, appointed a receiver, and authorized him to make an assessment on all policies which were assessable during the period from June 1, 1898, to December 29,1894, at the rate of one twenty-fifth of one per centum for each day during said period that the policies, respectively, were in force.
