Appellants Marvin W. Grunwald and Pamela Grunwald (“the Grunwalds”) brought suit against the City of Castle Hills (“the City”) and Casa Norte Del Sol, Ltd. (“Casa Norte”), the owners of an office building located adjacent to their residential property. The Grunwalds asked the court to declare the office building to be in violation of the City’s zoning regulations and to issue a mandatory injunction compelling the City to enforce those regulations.
