The plaintiff, National City Lines (“National”), challenges the constitutionality of certain provisions of the Missouri Takeover Bid Disclosure Act (“Takeover Act”) and the Missouri Insurance Holding Companies Act (“Insurance Act”). National has moved for a temporary restraining order and a preliminary injunction enjoining the defendants from invoking or enforcing certain provisions of the Takeover and Insurance Acts.
