Pro se plaintiff Elijah Feurtado brought this action under 42 U.S.C. § 1983 seeking relief for alleged civil rights violations stemming from his arrest on May 29, 2001. The parties have consented to the disposition of this matter by a United States Magistrate Judge pursuant to 28 U.S.C. § 636(c).
