OPINION

PETTINE, Chief Judge.

Plaintiffs in this action for declaratory and injunctive relief are two residents and voters registered in the Democratic Party in the Ninth Ward of the City of Providence. The defendant is the Chairman of the Democratic Committee for the City of Providence (“City Committee”).

The Democratic Party structure for the City of Providence is organized on two levels into ward and city committees. The City of Providence is divided into thirteen wards. See R.I.G.L. §§ 17-11-1, 17-12-10. In the Democratic Party primary held once every four years, the Democratic voters in…
