Plaintiffs commenced this citizen suit against defendant RRI Energy Northeast Management Company (“RRI”), 1 in an ef fort to secure RRI’s compliance with the Clean Water Act (“CWA”), 33 U.S.C. §§ 1251, et seq., and the Pennsylvania Clean Streams Law (“PCSL”), 35 P.S. §§ 691.1, et seq.
