SOBELOFF, Senior Circuit Judge:
This is a direct appeal by the petitioner, Deutsche Lufthansa Aktienge-sellsehaft, from a regulation promulgated by the Civil Aeronautics Board (the Board), requiring all domestic and foreign air carriers to include on their passenger tickets a notice of the limitation the carrier imposes on liability for baggage loss or damage.
Lufthansa claims that the Board’s regulation conflicts with the provisions of the Warsaw Convention and exceeds the Board’s statutory authority. For the reasons set forth below we disagree with both contentions and affirm the Board’s…
