OPINION

POGUE, Judge.

Plaintiff, Prosegur, Inc. (“Prosegur”), challenges the refusal of the United States Customs Service (“Customs”) to reliqui-date certain jewelry entered at the port of Miami, Florida. 1 Prosegur contends that the imported merchandise should have been classified under subheading 9801.00.10, 2 Harmonized Tariff Schedule of the United States (“HTSUS”), free of duty, rather than under subheading 7113.19, 3 HTSUS.
