LUMBARD, Chief Judge.

Sidney Tager petitions to review an order of the Securities and Exchange Commission which revoked his registration as a broker and dealer and expelled him from membership in the National Association of Securities Dealers (“NASD”). The Commission found that Tager wilfully violated the anti-fraud and anti-manipulative provisions of § 17(a) of the Securities Act of 1933, 15 U.S.C. § 77q(a), of §§ 10(b) and 15(c) (1) of the Securities Exchange Act of 1934, 15 U.S.C. §§ 78j(b), 78o(c) (1), and Rules 10b-5, 10b-6 and 15cl-2 thereunder (17 C.F.R. §§ 240.10b-5, 240.10b-6,…
