MEMORANDUM OPINION
ERWIN, Chief Judge.
This matter is before the court on motions for summary judgment filed by the United States of America on behalf of the Farmers Home Administration, Lititz Mutual Insurance Company, and a joint motion for summary judgment filed by defendants J.B. Reed Agency, Inc. and Ronald Jack Edwards. The parties have briefed the issues, and the matters are ready for a ruling.
