FINDINGS OF FACT AND CONCLUSIONS OF LAW

ARRAJ, District Judge.

This is a civil enforcement action brought by the United States of America, as plaintiff, on behalf of the U.S. Environmental Protection Agency (“EPA”) for violations of the Clean Air Act, 42 U.S.C. § 7401, et seq., and the regulations promulgated thereunder concerning the prevention of significant deterioration (“PSD”) 1 of air quality by the defendant, Louisiana-Pacific Corporation (“LPC”). Plaintiff seeks to enjoin defendant from further alleged violations of the PSD regulations, which are set forth at 40 C.F.R. § 52.21.…
