Arthur G. Strissel, Jr., is the former Executive Director of the Housing Authority of the City of Annapolis, Maryland. As part of Strissel’s responsibilities in that position, he distributed funds provided by the U.S. Department of Housing and Urban Development (“HUD”) for public housing projects. One of the federal grant programs administered by Strissel was the Modernization/ Comprehensive Improvement Assistance Program (“CAIP”).
