This case involves a tension between the State of Washington’s 90-day deadline for serving defendants and the provisions of the Convention on The Service Abroad of Judicial and Extrajudicial Documents in Civil Or Commercial Matters, Nov. 15, 1965 (“the Hague Convention”), 20 U.S.T. 361, T.I.A.S. No. 6638, which govern the service of process in signatory countries.
