The Defendant has appealed from a decree holding he was in violation of a city ordinance of the Town of Surgoinsville prohibiting the *554use of a mobile home as a residential dwelling in other than a licensed and approved mobile home park.

In 1976, the Plaintiff-Appellee, the Town of Surgoinsville, passed a comprehensive zoning ordinance. Pertinent here, the ordinance dealt with mobile homes as follows: “605. Mobile Homes.
