This action raises the important, though narrow question whether a district court should review an agency’s issuance of an administrative complaint, prior to appeal of a final decision in the agency proceeding. Plaintiff, Boise Cascade Corporation (“Boise”), alleges that the defendant, Federal Trade Commission (“FTC”), violated statutory and constitutional limitations on its authority in issuing a complaint against Boise.
