Plaintiff was awarded a prime contract, after competitive bidding, to renovate and repair 800 units of Wherry housing at MacDill Air Force Base in Tampa, Florida. Numerous disputes arose under the contract and were administratively adjudicated on appeals by the Armed Services Board of Contract Appeals; of these, three disputes remain and are brought here for review of the Board decisions under the standards of the Wunderlich Act, 41 U.S.C. §§321, 322 (1970). Our jurisdiction rests on 28 U.S.C. § 1491 (1970). We deal with each remaining dispute in turn under headings I, II and III. The…
