In this direct criminal appeal, Robert Allen challenges the sentence imposed by the district court 1 upon his guilty plea to failure to register as a sex offender. Counsel moves to withdraw, and has filed a brief under Anders v. California, 386 U.S. 738, 87 S.Ct. 1396, 18 L.Ed.2d 493 (1967), arguing that the district court abused its discretion and committed substantive sentencing error by sentencing Allen to the low end of the advisory Guidelines range. Allen seeks appointment of new counsel and has filed a pro se supple mental brief raising allegations of ineffective assistance of counsel.
